On July 1, 2020, DOE’s EERE announced a request for proposals (RFP) for R&D projects that support DOE’s H2@Scale vision for large-scale, affordable hydrogen production, storage, distribution, and utilization across various sectors. H2@Scale is an initiative focused on exploring the potential for wide-scale hydrogen production and utilization in the United States to enable resilience and sustainability of the power generation and transmission sectors. The initiative’s goal is to align diverse multibillion-dollar domestic industries with domestic competitiveness and job creation. The RFP comes from the National Renewable Energy Laboratory (NREL) and DOE’s Hydrogen and Fuel Cell Technologies Office (HFTO). Two areas of R&D are of particular interest to NREL and HFTO:

  • Advancing hydrogen fuel technologies for medium- and heavy-duty fuel cell vehicles; and
  • Addressing technical barriers to hydrogen blending in natural gas.

HFTO will fund NREL services, staff time, and facilities necessary to support each selected project. Selected projects must include one or more National Laboratories and must include partners from one or more of the following: universities, industries, non-profits, associations, institutes, codes and standards organizations, or other relevant stakeholders. Proposals must be submitted on or prior to July 31, 2020, at 7:00 p.m. (EDT).

On August 15, 2019, the U.S. Department of Energy (DOE) announced approximately $40 million in funding for 29 projects to advance the H2@Scale concept.  H2@Scale is a concept that explores the potential for wide-scale hydrogen production and utilization in the United States to enable resiliency of the power generation and transmission sectors while also aligning diverse domestic industries, competitiveness, and job creation. Funded through DOE’s Office of Energy Efficiency and Renewable Energy (EERE) and the Office of Nuclear Energy, the 29 selected projects will advance hydrogen storage and infrastructure technologies.

On March 3, 2016, The Advocate reported that the U.S. Occupational Safety and Health Administration (OSHA) fined a biodiesel plant run by The Renewable Energy Group (REG) $70,000 over a September 3, 2015, hydrogen gas explosion. The explosion injured four workers and resulted in three willful safety violations from OSHA. According to The Advocate, OSHA's citation stated that REG failed "to ensure a hazardous and flammable chemical was no longer in a plant pipeline that was under repair." A separate State Police investigation into the incident determined that the explosion occurred as a result of a failure in "lockout/tagout" procedures which should have made it clear that the flow of hydrogen gas through the pipeline had not been shut off. A spokesman for REG stated: "[w]hile we have been working with OSHA throughout its investigative process, we respectfully disagree with its findings and the classification of the citation and will contest it. We expect to meet with OSHA in the coming weeks to discuss its findings, the safety measures already in place at the Geismar facility and our commitment to continuous improvement." The OSHA citation gave REG through March 18, 2016, to correct the safety violations that led to the explosion occurring.
