On October 28, 2022, the U.S. Department of Agriculture’s (USDA) Rural Business-Cooperative Service (RBCS) and Rural Utilities Service (RUS) announced a request for information (RFI) and notice of public listening sessions on how to implement newly allocated funding opportunities under the Inflation Reduction Act (IRA). 87 Fed. Reg. 65188. It is anticipated that these funds will support new projects related to rural electric system resiliency, biofuels, renewable energy technologies, and more. USDA requests comments on specific questions in the RFI, as well as on any other topics relevant to implementation. Written comments are due November 28, 2022. USDA will also host two public listening sessions:
- November 3, 2022, focused on IRA Sections 22001, 22002, and 22003. The two-hour listening session is aimed at renewable energy generation providers, distribution utilities, transportation fueling facilities, fuel distribution facilities, environmental advocates and other environmental groups, and other federal agencies; and
- November 4, 2022, focused on IRA Section 22004. The two-hour listening session is aimed at electric cooperatives, environmental advocates, and other environmental groups.

The Ministry of Industry and Trade of the Russian Federation formally announced that the May 1, 2020, deadline to submit substances and mixtures to its chemical inventory is extended to August 1, 2020.
Entities exporting products to the Russian Federation should nominate their substances and mixtures to the Russian chemical inventory to ensure continued access to the Russian market. New substance registration is required for substances or mixtures not on the inventory after the nomination process closes.
A company without a legal entity in Russia can appoint an Authorized Representative (AR) to submit information on its behalf and cover importation by its customers in the region. The appointment of an AR and timely submission allow a non-Russian company to maintain an uninterrupted supply chain into the region and support its Russian customers.

On May 11, 2018, the U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) announced the availability of a draft Environmental Impact Statement (EIS) for public review and comment. This document evaluates the possible environmental impacts from a potential approval of a permit to release a genetically engineered (GE) Citrus tristeza virus (CTV) through Florida. This GE plant virus would be used as a biological control agent to help manage Huanglongbing (HLB), or citrus greening disease, which can devastate the citrus industry. This notice is available in the Federal Register and is open for comments through June 25, 2018.
